บทคัดย่อ: The objectives of this study were 1) to evaluate the Internal and External Environments Affecting Rubber Industry in the Three Southern Border Provinces for ASEAN Economic Community and 2) Guidelines for the Development of Rubber Industry in the three Southern Border Provinces for ASEAN Economic Community. The approach employed in this study was a mixed method approach. The samples were 400 farmers selected by accidental sampling. 100 small Para rubber buyers selected by quota sampling methods. Rubber Industry and 6 governmental officials using purposive. The research instrument was a questionnaire investigating about the marketing, pricing, investment, support from the government, politics, economy, society, security, new technology and innovation. Quantitative data were analyzed by calculating frequency, percentage, mean, and standard deviation, then qualitative data were analyzed by using the SWOT and TOWS Matrix. Analyzed by synthesizing, categorizing, and summarizing the study results, which led to a provision of academic advice. The study revealed that the weaknesses of internal environment were cost capital and price. The overall potential of the farmers was at a low level ( ?=2.26, ?S.D.=0.99) ( ?=2.47, ?S.D.=0.97) ( ?=2.51, ?S.D. =0.92) respectively. The obstacles of external environment were a lack of support from the government and the economics. The overall potential of the farmer was at a low level ( ?=2.57, ?S.D.=1.08) ( ?=2.53, ?S.D.=0.86) respectively. Both the government and the farmers should cooperate to develop agricultures. The government must have a policy to provide financial support for the farmers. There has to be knowledge transfer from upstream to downstream in the whole rubber management system. The farmers ง have to grow and produce quality rubber, have responsibility, open to learn new knowledge, and be able to rely of themselves. The results showed that the overall potential of internal factors of small Para rubber buyers regarding pricing, marketing, and investment were at a moderate level ( ?=2.88,?S.D.=0.89) ( ?=2.84,?S.D.= 0.66) ( ?=2.71,?S.D.=0.92). The overall potential of external factors regarding security, new technology and innovation were at a moderate level ( ?=3.33,?S.D.=1.55) ( ?=3.19,?S.D.=1.12) ( ?=2.94,?S.D.=1.09) ( ?=2.93, ?S.D.=0.82) In the matter of the support from the government and politics, the overall potential was at a low level ( ?=2.30,?S.D.=0.91) ( ?=2.60,?S.D.=1.11) respectively which was considered as an obstacle. According to the study, nine trading strategies were presented in this study as follows; 1) the strategy to build the cooperation in the society 2) the strategy to promote career development 3) the strategy to support technology 4) the strategy for Para rubber market development 5) the strategy to support the trade benefits 6) the strategy to build networks 7) Para rubber pricing strategy 8) funding strategy and 9) the strategy to make agreements with public sector.
