บทคัดย่อ (EN): The main objective of the study was to determine the constraints and prospects based on the Philippine Natural Rubber Industry in 2003. The constraints and prospects of the industry were evaluated in terms of support services in research and extension, infrastructures, institutional linkages, and international and national technical support services. A total of 1,017 rubber stakeholders of the Philippines served as the respondents of this study. Eight hundred eighty- eight (888) were rubber growers/farmers. 15 were rubber researchers, 78 were extension workers 29 were traders/processors and 7 were manufacturers. Descriptive research method was employed and survey questionnaires were used to gather the needed data and other vital information. Interview was also done in gathering the data. Secondary data filed in the Department of Agriculture were also gathered. Majority of the respondents were married; males with ages ranging from 51-60 years old; finished primary and college level of education only; and primarily composed of Cebuanos(one of the major tribes in the Philippines). The Philippine rubber farmers are classified smallholders. Planting the recommended clones planting distances of 3 x 6 meters, 3 x 8 meters, 2 x 10 meters and 2 x 12 meters. They secure planting materials from their own nurseries and mostly polybag buddings and some availed of the substantial information, training and less frequent visit by the research and extension workers. Majority signified interest to learn more andexpand the hectarage of their rubber plantation. Only few of the farmers/ growers, researchers, extension workers, traders / processors and manufactures availed of support from the government which is one of the major constraints observed in the survey. In terms of supports for research and extension, infrastructures, facilities, equipment needed in the industry, institutional support services such as credit and other financial assistance and national and international linkages, the rubber industry is far behind than other agri-industries. Almost all the respondents of the study favored the establishment of a separate rubber agency to focus on the development of the rubber industry. One of the prospects is the quality of the Philippine rubber manufactured products observed at par with the foreign-made rubber products and can compete with their counterparts in other rubber producing countries.
