บทคัดย่อ: โครงการศึกษาวิจัยไม่ว่าจะเป็นในแบบรายบุคคล หรือคณะผู้วิจัย และไม่ว่าจะเป็นเฉพาะด้านหรือแบบ บูรณาการก็ตาม นับเป็นภูมิปัญญาของบุคลากรกรม ชลประทาน สามารถจะนำลงวารสาร “ชลสาร” ซึ่งเป็น วารสารวิชาการของกรมชลประทาน นับเป็นการ สนับสนุนวารสารวิชาการของกรมชลประทาน นอกจากนั้นผู้ที่มีผลงานวิชาการที่ได้มาจากการ ศึกษาวิจัย ย่อมมีข้อได้เปรียบเมื่อมีการพิจารณา ปรับตำ แหน่งวิชาการ ทั้งนี้เพราะสำ นักงาน ก.พ. มีข้อกำหนดคุณสมบัติผู้ขอรับการประเมินปรับเข้าสู่ ตำแหน่งวิชาการต้องมีผลงานลงวารสารวิชาการ ที่ได้รับ การรับรองด้วย อย่างไรก็ดี คุณค่าของการศึกษาวิจัยอยู่ที่สามารถ นำไปใช้ประโยชน์ในการแก้ไขปัญหาและ/หรือ พัฒนา ปรับปรุงงานชลประทานได้ผลหรือไม่ เพียงใด ดังนั้น โครงการศึกษาวิจัยที่เป็นที่ต้องการไม่เสี่ยงต่อการถูกนำ ขึ้นหิ้ง ควรมีลักษณะดังนี้ 1) เป็นโครงการสำคัญและจำเป็นมาก ที่อาจถือ เป็นวาระแห่งชาติ National Agenda 2) เป็นการศึกษาวิจัยในเรื่องปัญหาอุปสรรคต่อ งานชลประทานเป็นอย่างมาก ไม่ว่าทางตรง หรือทางอ้อม 3) ทั้งนี้จะเป็นโครงการศึกษาวิจัยเฉพาะด้าน เฉพาะเรื่อง หรือแบบบูรณาการก็ได้ ขอเพียง เป็นเรื่องตามข้อ 1 และข้อ 2 ข้างต้น 4) สำหรับโครงการศึกษาวิจัยแบบบูรณาการ กรมชลประทานอาจตั้งคณะผู้วิจัยประกอบด้วย ผู้เชี่ยวชาญของกรมฯที่กระจายอยู่ในหน่วยงาน ต่างๆ ในสังกัด มาศึกษาวิจัยในเรื่องที่ต้องการ โดยจัดเงินตอบแทนพิเศษที่ถูกต้องเหมาะสม ก็จะได้ผลงานที่ดีและเป็นการพัฒนาบุคลากร ของกรมฯด้วย 5) การดำ เนินงานศึกษาวิจัยตามข้อ 4 อาจ มอบหมายให้สำนักวิจัยและพัฒนา และ/หรือ สถาบันพัฒนาการชลประทาน เป็นเจ้าของเรื่อง 6) หากมีข้อจำกัดในเรื่องงบประมาณ (ไม่น่าจะ เป็นปัญหาสำหรับกรมชลประทาน) อาจเสนอ ขอรับการสนับสนุนจากองค์กรต่างๆ เช่น สำนักงานคณะกรรมการวิจัยแห่งชาติ (วช.) กองทุนสนับสนุนการวิจัยการเกษตร (สกว.) สำ นัก ง า น ค ณ ะ ก ร ร ม ก า ร พิเ ศ ษ เ พื่อ ประสานงานโครงการอันเนื่องมาจาก พระราชดำริ (กปร.) (เฉพาะงานศึกษาวิจัยที่ ดำ เนินการในศูนย์ศึกษาการพัฒนาอัน เนื่องมาจากพระราชดำริ) ฯลฯ และหากจะมีการศึกษาวิจัยในเรื่องน้ำ ไม่ว่าจะ เรื่องน้ำท่วม น้ำแล้ง และน้ำเน่าเสีย จะต้องพิจารณา ศึกษาวิจัยโดยรวม ไม่เช่นนั้นหากพิจารณาเรื่องใดเรื่อง หนึ่งเช่นน้ำท่วม อาจจะมีปัญหาในเรื่องน้ำแล้ง น้ำเสีย ซึ่งเป็นผลจากการแก้ไขปัญหาน้ำท่วมก็ได้
