บทคัดย่อ: การศึกษาแนวทางพัฒนาน้ำ ตาลมะพร้าวปลอดภัยสู่ทางเลือกนโยบายสาธารณะจังหวัด สมุทรสงคราม มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่ก่อให้เกิดความไม่ปลอดภัยในการผลิตและบริโภคน้ำตาล มะพร้าวของจังหวัดสมุทรสงคราม และศึกษาแนวทางสร้างความปลอดภัยในการผลิตและบริโภคน้ำตาล มะพร้าวของจังหวัดสมุทรสงคราม เพื่อพัฒนาสู่ทางเลือกนโยบายสาธารณะโดยการมีส่วนร่วมของภาค ประชาชน การศึกษาครั้งนี้ใช้วิธีการสัมภาษณ์ระดับลึก การจัดเวทีระดมความคิดเห็น การสังเกตแบบไม่มี ส่วนร่วม ประกอบกับการสำรวจเอกสาร รวมทั้งการศึกษาในการวิเคราะห์ปัญหา และการเสนอทางเลือก นโยบายสาธารณะในพื้นที่ศึกษาจังหวัดสมุทรสงคราม จากการศึกษาพบว่าสถานการณ์การผลิตน้ำตาลมะพร้าวของจังหวัดสมุทรสงครามทั้งด้านพื้นที่การ เพาะปลูกมะพร้าวตาล และปริมาณการผลิตน้ำตาลมะพร้าวมีแนวโน้มลดลงมาโดยตลอด เนื่องจากใน ช่วงแรกพื้นที่สวนมะพร้าวตาลถูกรุกล้ำจากน้ำทะเล ประกอบกับการขาดแคลนแรงงานในกระบวนการผลิต การลดลงของปริมาณการผลิตน้ำตาลในขณะที่ความต้องการบริโภคยังคงมีสูงทำให้มีการเพิ่มทดแทนของ น้ำตาลหลอมออกสู่ตลาดแทนน้ำตาลแท้และน้ำตาลผสมในสัดส่วน 70:30 สาเหตุเหล่านี้ร่วมกับความไม่ ปลอดภัยจากกระบวนการผลิตโดยเฉพาะการใช้สารฟอกขาวกลุ่มซัลไฟต์จนทำให้เกิดการตกค้างของสาร ซัลเฟอร์ไดออกไซด์ในน้ำตาลมะพร้าวสูงเกินค่ามาตรฐานที่กระทรวงสาธารณสุขกำหนด ล้วนเป็นปัจจัย สำคัญที่ก่อให้เกิดความไม่ปลอดภัยในการบริโภคน้ำตาลมะพร้าวในจังหวัดสมุทรสงคราม การศึกษาแนวทางสร้างความปลอดภัยในการผลิตและบริโภคน้ำตาลมะพร้าวเพื่อพัฒนาสู่ทางเลือก นโยบายสาธารณะจังหวัดสมุทรสงครามได้ข้อสรุปว่า แนวทางที่ควรได้รับการพัฒนาสู่ทางเลือกนโยบาย สาธารณะจังหวัดสมุทรสงคราม คือ การนำระบบมาตรฐานผลิตภัณฑ์ชุมชน (มผช.) น้ำตาลมะพร้าวสู่การ ยกระดับมาตรฐานผลิตภัณฑ์ ภายใต้การสนับสนุนขององค์กรชุมชนและหน่วยงานภาครัฐในระดับจังหวัด ร่วมกับการสนับสนุนการรวมกลุ่มการผลิตแบบค่อยเป็นค่อยไปจากกลุ่มผู้ผลิต มผช.ต้นแบบ โดยใช้กระแส สังคมเป็นแรงผลักดันเพื่อให้เกิดการขยายเครือข่ายการผลิตน้ำตาลมะพร้าวปลอดภัยในระดับที่กว้างขึ้นต่อไป
บทคัดย่อ (EN): The study developed guidelines for safe coconut sugar as part of an alternative public policy, Samutsongkhram Province, Thailand. The study investigated unsafe factors in coconut sugar production and consumption to find better ways of production and consumption, with cooperation of stakeholders to develop guidelines for alternative public policy. The fieldwork data gathered by in-dept interview, group interview, and nonparticipatory observation. The study included a content scope of problems analysis and local public policy alternative analysis in the area of Samutsongkhram Province. The results of the study revealed that the situation of Samutsongkhram Province coconut sugar production was continuously decreasing because of salt water intrusion and lack of labour. While the natural coconut sugar volume was decreasing, the counterfeit sugar was increasing to cope with market demand. It is expected that ratio of counterfeit and natural sugar in Samutsongkhram Province is about 70:30. The counterfeit sugar leads to contamination of food from the addition of a bleaching agent (Sodium hydrosulphite) which is illegal, unsafe and over the standard limit. The study concluded that the appropriate guidelines are the upgrading of product standards according to the Thai Community Product Standard and coconut sugar group cooperation. This guideline should be run under support of community organizations, and provincial governmental agencies. Social support should be employed to generate effective cooperation expansion among producers to produce safe coconut sugar in the future
