บทคัดย่อ: งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาลักษณะการดำเนินการด้านการตลาดประมูลยางพาราสำนักงานกองทุนสงเคราะห์การทำสวนยาง จังหวัดจันทบุรี วิเคราะห์จุดอ่อน จุดแข็ง โอกาส และอุปสรรค ของระบบการตลาดประมูลยาง และเพื่อกำหนด รูปแบบตลาดประมูลยางที่เหมาะสมต่อการพัฒนาประสิทธิภาพของตลาดยาง โดยใช้การวิจัยเชิงปฏิบัติการ เพื่อรวบรวมข้อมูลปฐมภูมิ จากสัมภาษณ์และการจัดประชุมกลุ่มย่อยร่วมกับเจ้าหน้าที่และเกษตรกรที่เป็นสมาชิกของตลาดประมูลยางพารา ผลการศึกษา พบว่า ตลาดประมูลยาง สกย. จันทบุรี ซึ่งเกิดขึ้นจากการรวมของกลุ่มสหกรณ์ชาวสวนยางในจังหวัดจันทบุรี โดยได้รับความช่วยเหลือจากสำนักงานกองทุนสงเคราะห์การทำสวนยางจังหวัดจันทบุรี การดำเนินงานของตลาดที่ผ่านมามีจุดแข็ง เช่น การรวมกลุ่มที่เข้มแข็งการดูแลประสานงานของเจ้าหน้าที่สกย. และมีตัวแทนสมาชิกที่สามารถเข้าไปมีส่วนร่วมในการกำหนดนโยบายระดับประเทศ รวมถึงคุณภาพของผลผลิตเป็นไปตามมาตรฐาน มีโอกาสจากภายนอก เช่น การสนับสนุนจากภาครัฐเช่น ให้เงินกู้ปลอดดอกเบี้ยในการแปรรูปผลิตภัณฑ์จากยาง สนับสนุนให้มีการวิจัยผลิตภัณฑ์จากยางพารา และมีพื้นที่โกดังเก็บสต๊อกสินค้าได้ จุดอ่อนที่สำคัญได้แก่ ความไม่แน่นอนในการชำระเงินของผู้ซื้อ จนทำให้ขาดแคลนเงินทุนหมุนเวียน และต้องไปติดตามทวงหนี้ ดังนั้นรูปแบบของตลาดข้อประมูลยางพาราที่เหมาะสม จะต้องปรับปรุงการดำเนินงาน โดยเปลี่ยนแปลงระบบการชำระเงิน จากการนำยางไปก่อน แล้วค่อยชำระเงินภายใน 3 วันทำการ เป็นการชำระเงินไปก่อน แล้วจึงนำยางไป โดยอาศัยการชำระเงินด้วยเช็คมาก่อน แล้วจึงนำยางไปส่ง ส่งผลให้มีมาตรการป้ องกันการไม่ชำระเงินที่เข้มงวดมากขึ้น
บทคัดย่อ (EN): The aims of this research are to study the performance of Rubber auction market in Chanthaburi province using SWOT Analysis, and to determine the proper auction marketing pattern for rubber market development. The workshop research is used in the study. Primary data were collected from interviews and small group meeting among the officers, and market members. The results are summarized as follows: Chanthaburi rubber auction market is originated by the co-operative of rubber sheet producers to solve the marketing difficulties. The continuous support is provided by Office of the Rubber Replanting Aid Fund (ORAF), Chanthaburi province. The Chanthaburi rubber auction market has many strengths: the co-operative is strong enough to control the rubber quality and quantity, the member of the group has an important role in the national level as the committee to specify the rubber country policy. The opportunity is the government policy to provide the free interest loan to the cooperatives, and support fund for rubber production researches and construct the rubber warehouse. However, the weakness is the uncertainty of buyer payments that making the shortage of revolving funds among the members. Therefore, the proper pattern of bidding market should be revised on payment procedure by changing from taking the goods then paying within 3 working days to paying by the bank cheque having due date within 3 working days and take goods later. The new countermeasure will result in reducing the uncertainty payment.
