บทคัดย่อ: วัตถุประสงค์ของการศึกษา คือ เพื่อศึกษาปัจจัยที่กระทบตามข้อตกลงของเขตการค้าเสรีอาเซียน ที่มีต่ออุปสงค์และอุปทานของอุตสาหกรรมน้ำมันปาล์มในประเทศไทย จากการใช้นโยบายการนำเข้า และนโยบายการเก็บภาษีนำเข้า โดยสร้างระบบสมการเกี่ยวเนื่องที่ประกอบด้วย 2 ส่วน คือสมการอุปสงค์น้ำมันปาล์มบริสุทธิ์ทั้งหมดภายในประเทศ และสมการอุปทานน้ำมันปาล์มบริสุทธิ์ในประเทศ ซึ่งกะประมาณด้วยวิธีกำลังสองน้อยที่สุดสองชั้นจากการศึกษาพบว่าสมการอุปสงค์น้ำมันปาล์มบริสุทธิ์ทั้งหมดภายในประเทศขึ้นอยู่กับราคาขายส่งน้ำมันปาล์มบริสุทธิ์ในตลาดกรุงเทพ , ผลคูณของตัวแปรหุ่นของนโยบายการนำเข้ากับราคาน้ำมันปาล์มโลก และตัวแปรหุ่นของนโยบายการเก็บภาษีน้ำเข้า ซึ่งปัจจัยที่มีผลกระทบต่อปริมาณความต้องการบริโภคน้ำมันปาล์มบริสุทธิ์ทั้งหมดภายในประเทศมากที่สุด คือ ราคาขายส่งน้ำมันปาล์มบริสุทธิ์ในตลาดกรุงเทพ มีค่าความยืดหยุ่นเท่ากับ 1.43 และสมการอุปทานน้ำมันปาล์มบริสุทธิ์ภายในประเทศ แสดงได้ว่าต้นทุน/ราคาขายส่งน้ำมันปาล์มบริสุทธิ์ในตลาดกรุงเทพฯ ในปัจจุบัน ขึ้นกับราคาขายส่งน้ำมันปาล์มบริสุทธิ์ในตลาดกรุงเทพฯ ในปีปัจจุบันมีผลกระทบต่อต้นทุนในการผลิตน้ำมันปาล์มบริสุทธิ์มากที่สุด มีค่าความยืดหยุ่นเท่ากับ 0.66การปรับปรุงโครงสร้างการผลิต การลด/ยกเลิกนโยบายภาษีและไม่ใช้ภาษีต่อกันจะทำให้ประเทศไทยจำเป็นอย่างยิ่งที่จะต้องปรับปรุงประสิทธิภาพในการผลิตของอุตสาหกรรมน้ำมันปาล์มให้มีต้นทุนต่ำ ทำให้เกิดการผลิตตามความถนัด หรืออาจจะหันเหไปประกอบกิจการอื่น ซึ่งมีความได้เปรียบในเชิงต้นทุนมากกว่า และยังส่งผลให้เกิดการใช้ทรัพยากรได้อย่างมีประสิทธิภาพมากขึ้น
บทคัดย่อ (EN): The objective of study analyses to the impacts of ASEAN Free Trade Area (AFTA) on demand and supply of palm oil industry to Thailand. Thai government used the import policy in conjunction with the impart tariff policy. The simultaneous equation system consists of 2 parts. Total demand of pure palm oil in Thailand and supply of pure palm oil. The coefficients were estimated with two stage least squares method.The result of the study is the total demand of pure palm oil in Thailand is dependent on 1) the wholesale price of pure palm oil a Bangkok market, 2) the product of the dummy variable of the import policy and price of palm oil at world market, and 3) the dummy variable of the import tariff policy. The most significant factors affecting the total demand of pure oil in Thailand is the wholesale price of pure palm oil at Bangkok market with an elasticity of 1.43. The analysis of the supply of pure palm oil shows that the cost of pure palm oil was directly dependent on the wholesale price of crude palm oil at Bangkok market during last year and this year. The elasticity of the wholesale price of crude palm oil a Bangkok market during this year is 0.66.In term of supply structure, the reduction or termination of the import tax will necessitate Thailand to 1) improve the palm oil production efficiency in order to bring down the production cost, 2) divert some of the production to other products with competitive advantages in domestic skills and production cost, at the same time improving exploitative of resources.
