Author Mr.Thunya Sookyoi, Mr.Bancha Satchaphun, Mrs. Kamonthip Damkongpech, Mr.Tana Ninum and Mr.Jeerasak Bamrungsak E-mail: trna_naw@dld.go.th Start – End Prject October 2008 – September 2009 The Abstract The objective of this study was to determine whether teaching and providing technology to local communities would help to both develop local economies and increase their standard of living. The results are based on both primary and secondary data. The Primary Data: The primary source information was collected from focus groups of farmers in five southern border provinces of Thailand: Sathun,Songhkla, Pattani, Yala and Narathivat.. The survey was conducted and analyzed through scheduled Interviews, Descriptive Analysis and Focus Group strategies and included 108 households. The Secondary Data: The secondary source information was collected from a literature review of essays and relevant theses gathered through internet research. Of the focus groups conducted, 97.2% were between 34-47 years old; 89.9% of farmers earned their primary income from rice farming, subsistence farming and livestock; 40.7% of their secondary income was from trading, weaving and handicraft; and the average annual income was ฿75,620/household. In order to encourage households in the communities sampled to raise livestock for profit and to participate in the program, the government identified potential participants through their workplaces and provided production assets to identified participants. As a result, 66.7% of the groups sampled were satisfied with the program because it decreased their production expenses, but 33.3% were unsatisfied for the following reasons: market demand did not match production assets and market supply, there was delayed delivery and incorrect quantities provided, and the government sector did not collaborate and coordinate with the participants in the study. The study demonstrated that transferring technology to communities in 5 provinces involved 6 major components: 1. Orientation 2. Analyzing geography and other factors 3. Establishing groups 5 4. Developing Production Plans 5. Arranging Production Assets 6. Monitoring and Evaluation The participants who experienced these 6 major components created a new group within the larger sampled groups, and they developed systems of mutual assistance, earned more knowledge and competency in raising livestock, and collaborated more with the government sector. According to the program, 66.7% of their success was basedon the livestock promotion program conducted with the sampled group. 33.3 % couldn’t follow the plan due to over production in the local market and costs being over the capital. Hence, the government and the agencies have to collaborate and integrate production and marketing in the areas of: 1. Matching Supply and Demand so that production matches the market demand 2. Transferring Livestock Technology at a Learning Center throughout the process 3. Updating livestock production and Marketing information 4. Strengthening Groups by supporting and promoting them 5. Providing 6 major components to involve farmers and encourage community participation. From the study, the collaboration and integration of the government, the agencies and farmers will lead to sustainable economic development, continuous employment and income, and an increased standard of living. The program creates understanding and mutual assistance among participants that is focused on success and achievement
