บทคัดย่อ (EN): This research focuses on the positive and negative impacts of the ICT policy of the Inter-American Development Bank (IDB). It also examines the human rights challenge from a view of the right to development. Firstly, a comparative study of the World Bank (WB), the Asian Development Bank (ADB), and the IDB is conducted to picture ICT implementation by the international financial institutions. The result of this study shows that low attention is given to ICT by the WB, and the ADB cannot incorporate elements of the right to development. The analysis explains that the creation of the digital divide domestically as well as internationally can be traced from the ICT implementation of the IDB in the Latin American and Caribbean countries. In other words, the ICT policy of the IDB may affect the realization of the right to development. Secondly, some indicators relevant to human rights in ICT are introduced to scrutinize the outcomes of the ICT policy of the IDB from a human rights perspective. However, most indicators do not clarify the relevance with the outcomes of the ICT policy of the IDB except illiteracy, political stability, voting power and ICT usage. These 4 indicators demonstrate a negative correlation with the ICT implementation by the IDB. Lastly, human rights challenges of the IDB in implementing ICT are identified in terms of accountability, empowerment, participation, and non-discrimination. Findings of this research can give an idea o how the IDB should create more favourable condition for the enjoyment of the right to development among people in the member countries.
