บทคัดย่อ: ข้าว ถือเป็นผลผลิตทางการเกษตรที่มีคุณค่าและประโยชน.อย่างมหาศาล การทำนาขาวก็จะเป็น พืชเกษตรที่จะสรางระบบการเกษตรของชุมชนใหนำไปสู่ความพอเพียง และเป#นไปตามวิถีชีวิตแห่งความสุข ที่ยั่งยืน โรงสีชุมชนถือได้ว่าเป็นวิสาหกิจชุมชนในรูปลักษณะหนึ่งที่ชุมชนร่วมกันประกอบกิจการและ แบ่งปันผลประโยชน.กันที่ใชรูปลักษณะธุรกิจการแปรรูปผลผลิตทางการเกษตร ซึ่งขาวถือเป็นผลผลิตที่ จำนวนมากที่สุดที่เกษตรกรทำการผลิตที่ตั้งอยู่ในชนบท โดยทำการผลิตเพื่อตอบสนองต่อการดำรงอยู่ของ ประชาชน ในชุมชนเพื่อเป็นทางเลือกใหแก่ชุมชนในการที่จะบริโภคผลผลิตของตนเองเพื่อลดทอนการถูก เอารัดเอาเปรียบจากระบบ ทุนนิยม หากชุมชนรวมตัวกัน แลวพึ่งพาตนเองได้ ก็สามารถแก้ปัญหาได้หลาย อย่าง ไม่ว่าจะเป็นเรื่องเศรษฐกิจชุมชน พ่อค้าคนกลาง หนี้สิน และปัญหาอื่นๆ ความยั่งยืน ตามหลัก เศรษฐกิจพอเพียง เพื่อใหโรงสีชุมชน เป็นการขับเคลื่อนการเปลี่ยนแปลงไปสู่ ชุมชนพึ่งพาตนเอง ผูวิจัยจึงมี ความสนใจศึกษาเกี่ยวกับ การศึกษาปัจจัยแห่งความสำเร็จของโรงสีข้าวชุมชนเพื่อเป็นต้นแบบในการพัฒนา โรงสีข้าวชุมชน ในจังหวัดร้อยเอ็ด โดยการศึกษาครั้งนี้ เป็นการทำวิจัยที่ประกอบด้วยการวิจัยเชิง ปริมาณ กลุ่มตัวอย่างที่ใชในการศึกษา จำนวน 75 คน และการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างที่ใชใน การศึกษา จำนวน 20 คน สถิติในการวิเคราะห.ขอมูล ไดแก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบน มาตรฐาน และวิจัยเชิงคุณภาพในรูปแบบพรรณนา ผลการวิจัย พบว่า ปัจจัยแห่งความสำเร็จของโรงสีขาวชุมชน จากความคิดเห็นของสมาชิก โรงสีข้าวชุมชน ผูประกอบการโรงสีข้าวชุมชน และผูนำอย่างเป็นทางการ มีความคิดว่าปัจจัยแห่ง ความสำเร็จของโรงสีข้าวชุมชน คือ ดานลักษณะผูนำของกลุ่ม เจ้าหนาที่ของรัฐที่มีส่วนเกี่ยวของในพื้นที่ และเจ้าหนาที่ของรัฐที่มีส่วนเกี่ยวของในระดับจังหวัดมีความคิดเห็นดวยกับปัจจัยแห่งความสำเร็จของโรงสี ขาวชุมชน คือ การพึ่งพาตนเองของกลุ่ม หน่วยงานที่สนับสนุนโรงสีข้าวชุมชน ใหเกิดปัจจัยแห่งความสำเร็จ คือ สำนักงานพัฒนาชุมชน ผลสำเร็จในการดำเนินงานของโรงสีข้าวชุมชน คือ ดานความต่อเนื่องของการ ดำเนินงานของกลุ่ม จุดแข็งของโรงสีข้าวชุมชน ผูนำตองเขข้มแข็ง และสมาชิกมีการร่วมมือร่วมใจช่วยเหลือ เกื้อกูลกัน และคุณภาพในการใหบริการ จุดอ่อนของโรงสีข้าวชุมชน สมาชิกขาดความรูในการบริหารจัดการ ไม่มีสิ่งจูงใจในการเรียนรู และพัฒนา และขาดความเขาใจที่ดีเรื่องความพอเพียงต่อการดำรงชีวิต โอกาสของโรงสีข้าวชุมชน คือ รัฐบาลมีการกระจายอำนาจและงบประมาณสู่ชนบท การส่งเสริมความเขมแข็งของ ชุมชนและการพึ่งพาตนเอง แนวโนมตลาดใหความสนใจเกษตรอินทรีย.และอาหารปลอดภัย กระแสความ ตื่นตัวในปรัชญาเศรษฐกิจพอเพียง อุปสรรคของโรงสีข้าวชุมชน คือ การเมืองไม่มีเสถียรภาพ การกำหนด ราคาสินคาภาคการเกษตรมีผลกระทบต่อกลุ่ม ปัจจัยใดที่ทำใหเกิดความไดเปรียบทางการแข่งขันของโรงสีข้าว ชุมชน คือ การพึ่งพาตนเอง และการดำเนินงานตามรูปแบบการบริหารจัดการที่กลุ่ม/ชุมชนตกลงร่วมกันไว อย่างมีระบบ แนวทางการพัฒนาหรือปรับปรุงโรงสีข้าวชุมชน คือ ควรมีการฝากอบรมเพื่อพัฒนาความรูดาน การบริหารโรงสีโดยใชรูปแบบสหกรณ. การฝากอบรมการดูแล ซ่อมแซม และบำรุงรักษาโรงสีขาว การ สนับสนุนการเชื่อมโยงเครือข่ายตลาดขาวสารและเมล็ดพันธุ.ข้าว และการถ่ายทอดความรูใหกับเยาวชนใน ทองถิ่น แนวทางการช่วยเหลือ การสนับสนุนและแก้ไขปัญหาของโรงสีขาวชุมชุนในจังหวัดร้อยเอ็ด คือ ควร มีการเสริมสร้างภาวะผูนำ ให้กับผู้นำชุมชน สร้างกระบวนการมีส่วนร่วมของคนในชุมชน และพัฒนาระบบ และกลไกในการส่งเสริมกระบวนการเรียนรู้ เพื่อเสริมสร้างขีดความสามารถในการแข่งขัน โดยสรุป โรงสีข้าวชุมชนจะประสบความสำเร็จได้ ผู้นำชุมชน และการมีส่วนร่วมของสมาชิกมี ความสำคัญเป็นเอย่างยิ่ง หน่ายงานภาครัฐ เช่นสำนักงานพัฒนาชุมชน ควรช่วยเหลือด้านงบประมาณ และการฝากอบรมเพิ่มความรู้ในการบริหารจัดการ โดยเนนการมีส่วนร่วม และการสร้างความเข้มแข็งใหชุมชน อย่างเป็นรูปธรรม ในดานพัฒนาและสรางขีดความสามารถใหผู้นำในชุมชน พรอมทั้งการบูรณาการกับ หมู่บ้านอื่น ๆ เพื่อหาแนวทางในการพัฒนาโรงสีข้าวชุมชนร่วมกัน เพื่อให้เกิดการปฏิบัติงานได้อย่างมี ประสิทธิภาพมากยิ่งขึ้นซึ่งส่งผลใหชุมชนสามารถอยู่ได้อย่างพอเพียงและสามารถพึงพาตนเองได้อย่างยั่งยืน
บทคัดย่อ (EN): Rice is the very valuable and useful agricultural product. So, growing rice enables the rice farmer to live sufficiency and sustainably. Community rice mill is the community entrepreneur which people in community help operate and share the profits. This also helps the people in community avoid the exploitation from the middle man and to promote the self-reliance community. The researchers were interested in studying the successful factors of the community rice mills for being the role model to develop the community rice mills in Roi-Et province. This study employed quantitative and qualitative research method. There were 75 samples for quantitative method while 20 samples were qualitatively studied. The statistics used in data analysis included frequency, percentage, mean, standard deviation, and multiple regression analysis. On the other hand, the descriptive method was employed for qualitative data analysis. The results revealed that successful factors of the community rice mills reflected from the members of the group were the characteristic of the rice mill leader members, while the opinions of the government officials in local and provincial levels reflected that the self-reliance is the factor of the succeed. The outsource organizations leading the success to the community rice mill was the Office of Community Development. The operational success was the continuous service operation. The strengths of the community rice mill were the string leader and the cooperation of the members in community, while the weaknesses were lack of the knowledge of management, lack of inspiration of learning and development, and lack of understanding of sufficient living. The opportunities of the success if the community rice mill contained be the decentralization of both authority and budget to the local community. There should be the promotion of self-reliance community. Threats of the community rice mills were the specification the prices of the goods caused the uncertainty of the group. The factors stimulating the advantages of the community rice mill were the self-reliance and the self-disciplined of the members. The developing opportunity of the rice mills was the training on cooperative, training, maintenance and fixing the rice mill. The help and support for the community rice mills were there should be the government sector to closely take care in giving knowledge on administration, selling, and leadership goods to the members, and the development of processes of participation of members and the mechanism of learning and competition ability. In summary, the successful community rice mills must be consisted of the cooperation of members, government sectors such as the Office of Community Development should provide the budgets and training for giving knowledge on collaborative administration, the strengthening the community in terms of developing the community leaders, and the integration with other communities to find the trends for developing their own community rice mills to be more effective for supporting the selfreliance and sufficiency living of the people in community.
