บทคัดย่อ: รายงานการศึกษาค้นคว้าฉบับนี้ มีจุดมุ่งหมายเพื่อศึกษาถึงสภาพปัญหาการดำเนินงานของสหกรณ์การเกษตรระดับอำเภอ ในจังหวัดตราด ในด้าน ๆ ของผู้บริหาร ซึ่งได้แก่ คณะกรรมการและฝ่ายจัดการ ซึ่งได้แก่ผู้จัดการและพนักงานของสหกรณ์การเกษตร เพื่อจะได้นำปัญหาต่าง ๆ ที่ศึกษาในครั้งนี้ไปใช้แก้ไขปัญหา และเสนอแนะแนวทางการพัฒนาการดำเนินงานของสหกรณ์การเกษตรระดับอำเภอ ในจังหวัดตราด ให้สอดคล้องกับปัญหาและข้อเท็จจริงเพื่อให้บรรลุวัตถุประสงค์ของการศึกษาที่กำหนดไว้ข้างต้น ผู้ศึกษาได้ดำเนินการโดยวิธีวิจัยเชิงคุณภาพ เป็นแนวทางหลักในการศึกษาหาข้อมูล เพื่อนำมาวิเคราะห์เปรียบเทียบปัญหาการดำเนินงานที่เหมือนกัน และแตกต่างกันทุกสหกรณ์ การสุ่มเลือกกลุ่มต้วอย่างในการศึกษาวิจัยครั้งนี้ใช้วิธีสุ่มตัวอย่างแบบเจาะจง (purposive sampling) โดยการสัมภาษณ์ระดับลึกกับผู้มีส่วนเกี่ยวข้องกับสหกรณ์การเกษตรระดับอำเภอ 4 สหกรณ์ ในจังหวัดตราด คือ สหกรณ์การเกษตรเมืองตราด จำกัด สหกรณ์กการเกษตรแหลมงอบ จำกัด สหกรณ์การเกษตรเขาสมิง จำกัด สหกรณ์การเกษตร กรป. กลาง นพค. 14 ตราด (2) จำกัด ได้แก่ ผู้บริหารและฝ่ายจัดการ จำนวน 27 คน จากการศึกษาวิจัยพบว่า1. ผู้บริหาร คือ คณะกรรมการมีระดับการศึกษาต่ำ ไม่เข้าใจบทบาทหน้าที่ของตน2. อัตราเงินเดือนของพนักงานต่ำ สวัสดิการมีน้อย3. สมาชิกขาดความรู้ความเข้าใจเกี่ยวกับเรื่องสหกรณ์การเกษตร4. สหกรณ์ยังต้องพึ่งพาทุนดำเนินงานจากภายนอก5. สำนักงานสหกรณ์อยู่ไกลจากเขตชุมชน อุปกรณ์เครื่องใช้สำนักงานมีไม่เพียงพอ
บทคัดย่อ (EN): The purpose of the research was to study the status of problems faced by the Amphur rang Agriculture Cooperation and by the executives who served on committees of in management sections as managers of as Agriculture Cooperation staff in Trat province. The study also attempted to solve problems and suggest new practices for development of the Agriculture Cooperation in Trat province according to the problems and facts of the situation. In addition to the objectives identified above, the researcher used the principles of a qualitative research method to gather data. The researcher randomly selected subjects through purposive sampling and collected data through in-depth interviews conducted with the subjects. The subjects came from four Amphur rang Agriculture Cooperations in Trat province, namely Muang Trat Agriculture Cooperation Limited, Leam Ngob Agriculture Cooperation Limited, Kao Sming Agriculture Cooperation Limited and the Agriculture Cooperation Center Protection Department. An analysis of twenty-seven people who worked as executives or the management department in the colonies Development Cooperation Limited 14, Trat (2) Limited produced the following results :1. The executives were directors with low education who did not understand their role.2. The offices' monthly salaries were low and less than welfare wages.3. The members lacked and understanding of the Agriculture Cooperation.4. The Agriculture Cooperation had to depend on outside procedures defined by the capital.5. The Agriculture Cooperation office was far away from the community areas and lacked appropriate office equipment.
