บทคัดย่อ (EN): The Natural Rubber (NR) industry is strategically very important in India. About 1.2 million rubber growers, most of whom are small farmers produce this valuable raw material. It is estimated that more than 50000 products are made from NR. It is use in a wide spectrum of industries like automotive tyre, health and infrastructure besides many others. India had a very balanced production and consumption as the production was able to meet the demands of the consuming industry from within the country. However the situation has changed drastically over the past few years. The major change is the drop in price of NR during the last three years. The low price coupled with increased import of rubber has led to price fall and a real crisis in this sector. The fall in price has a debilitating effect on the grower who is at the lowest end of the supply chain. Rubber being a commodity produced agriculturally but used industrially, the growers are forced to sell their produce at distress price, even when it is lower than the cost of production. This has led to the rubber trees being left untapped thereby leading to a huge reduction in production and Rubber planters now opt for other crops to sustain themselves. In this scenario new and innovative methods have to be explored to improve grower’s realisation of value at farm level. Government of India has been encouraging the formation of farmer producer companies (FPC) for grower empowerment. The amendments in the companies act permit growers to organise themselves into professional companies so as to improve their position in the value chain, generate increased value and income and eliminate middle men. It is being increasingly felt that this is the time that growers put in their collective strength and might irrespective of their farm size, status and affiliations to forge an organisation which will serve as a platform to achieve these objectives. An initiative is being put forward by growers/grower associations/cooperative bodies with the aim to use the provisions of the law to establish FPC as a Pan India Company carrying out various activities as envisaged by the grower community with a single objective of transferring more value on farm. This concept of a rubber FPC to manufacture value added products by collecting the primary produce from the farmer members is novel, unique and first of its kind in the history of NR. CRRI & IRRDB International Rubber Conference 2016, Siem Reap, Cambodia 152 The FPC is being run professionally but managed by the growers collectively and engaged in various activities such as (i) engaging in trading of produce eliminating the middle men to improve returns to grower; (ii) production of finished products thus realising maximum value for the grower; (iii) engaging in import and export of rubber; (iv) improving delivery of inputs and service to grower by eliminating middle men; (v) provide technical consultancy to growers and organisations in the production of rubber and rubber products and other activities as deemed fit to improve realisation of value by the grower. The day to day activities of the company is carried out by a professional board of directors along with a team of officials aimed at producing the best possible results. The stakeholders are primary producers who besides being entitled to better prices of the product will also get dividends. Rubber crisis can only be mitigated by a joint effort of the grower community to move further from primary processing in order to acquire maximum possible value. A time has come to realise the potential of the collective strength of the grower community to lay the foundations of a strong organisation hitherto not present in this sector. Rubber growers in India are set to take a lead in this direction.
