บทคัดย่อ (EN): To support revitalization and replanting of self help rubber plantation in Indonesia, one factor that should be considered is how to provide rubber planting material that meet the requirement of the "6 right" i.e.: right time, quantity, quality, place, clone and price. The study aimed to analyze performance of rubber nursery institutional and to design the models of growing and strengthening of rubber nursery institutional in South Sumatra as an effort to strengthen national rubber planting material industry. South Sumatra is one of the centre areas of rubber smallholding and rubber nursery in Indonesia. This study was conducted in 2009/2010, by combining methods of survey and action research that involved participations of researchers, farmers and other stakeholders. Selection of locations in this study was conducted purposively by selecting centre area of rubber nursery and non centre area of rubber nursery. The result showed that the budwood garden in South Sumatra Province was 236.2 ha, but until 2010 which had got certificate of Estate Agency of South Sumatra was only about 40%. The dominant clones that had been cultivated were PB 260 (69.5%), followed by IRR 39, BPM 24, and RRIC 100. The number of rootstocks that had got SKM (Certificate of Quality) in 2009/2010 was about 48.7 million, and about 90% of them were using seeds from Medan. In 2010, production of certified rubber planting material from South Sumatra amounted to 6.7 million. Most of them were supplied to South Sumatra (73%), and the rest were supplied to Lampung (9%), West Sumatra (8%), Riau, Bengkulu, Jambi, Bangka Belitung and other provinces. Rubber nursery could be set up by individuals, farmer groups and cooperatives institution, company, as well as private and state rubber plantation. The strengthening nursery operator of commercial planting material in centre area of rubber nurseries could be conducted by: a) strengthening of system, management of business and working capital, b) purification of budwood garden, c) cultivation of the new high yielding clones, d) promotion of ownership of TRUP (rubber nursery certification credentials) and SKM (certificate of quality), e) certification and labelling of planting material (blue label), f) supervision of distribution and testing of planting material quality, g) understanding of the policies, rules, and regulations related to the problem of rubber nursery, and h) increasing the effectiveness of activities and strengthening of Association of Rubber Nursery Operator as a communication media to improve the quality of rubber planting material. Nursery operator in non centre area of rubber nursery could be grown through: a) farmer’s group, b) farmer’s group plus (village officers, and extensions), and c) independent nursery operator. The development of nursery operator institutional could be done by: a) acceleration of growing of new nursery operator, b) strengthening of human resources through guiding and training of rubber nursery, c) facilitating of planting materials supply to quality nursery (seeds and budwoods) according to the recommendation of clones, d) strengthening of systems, management of business and working capital, e) facilitating of purification of budwood and making of TRUP (rubber nursery certification credentials), f) supervising and monitoring. Planting material quality control should be centralized at the provincial level because it is related to responsibility and monitoring/evaluation. However, UPTD (Office of Technical Implementation Unit) of Estate Agency need to be supported by sufficient facilities, especially technical officer in the field (planting material supervisory officer). Planting material supervisory officers should be trained, so that they have sufficient capability to do the selection, supervision and purification of nursery in the field.
