บทคัดย่อ: การจัดการความเสี่ยงระบบโลจิสติกส์ยางพาราของชุมนุมสหกรณ์ชาวสวนยางจันทบุรีจำกัด มีวัตถุประสงค์เพื่อศึกษาลักษณะและรูปแบบความเสี่ยงที่น่าจะเกิดขึ้นในโซ่อุปทาน แสวงหาแนวทางในการใช้การจัดการโซ่อุปทานในการจัดการความเสี่ยงเหล่านั้น และศึกษาแนวปฏิบัติในการดำเนินงานและธุรกรรมซื้อขายที่เกิดขึ้นในโซ่อุปทาน กลุ่มตัวอย่าง ได้แก่ สมาชิกสหกรณ์กองทุนสวนยาง จังหวัดจันทบุรี จำนวน 120 คน สหกรณ์กองทุนสวนยาง จังหวัดจันทบุรี จำนวน 24 สหกรณ์ ชุมนุมสหกรณ์ชาวสวนยางจันทบุรีจำกัด จำนวน 1 องค์กร และบริษัทผู้ประมูลยางกับสหกรณ์กองทุนสวนยางบ้านอ่างคีรีจำกัด จังหวัดจันทบุรี จำนวน 8 บริษัท การเก็บรวบรวมข้อมูลด้วยแบบสอบถาม การสังเกต การสัมภาษณ์ และการประชุมกลุ่มย่อย (focus group) ส่วนการวิเคราะห์ข้อมูล และ การแปลผลความหมายโดยใช้สถิติเชิงพรรณนา ทั้งด้านปริมาณและคุณภาพ ผลการวิจัย พบว่า ลักษณะและรูปแบบความเสี่ยงที่น่าจะเกิดขึ้นในโซ่อุปทาน คือ น้ำหนักยางพาราคลาดเคลื่อน คุณภาพยางพาราไม่ตรงตามชั้นคุณภาพตามมาตรฐาน การจ่ายเงินของพ่อค้าไม่ตรงตามเวลากำหนด การลงบัญชีไม่เป็นปัจจุบัน และการบริหารจัดการชุมนุมสหกรณ์ชาวสวนยางจันทบุรีจำกัด แนวทางในการใช้การจัดการความเสี่ยงที่เกิดขึ้นในระบบโลจิสติกส์ยางพาราของชุมนุมสหกรณ์ชาวสวนยางจันทบุรี จำกัด คือ การจัดทำเอกสารบัญชีให้ครบถ้วนสมบูรณ์ และเป็นปัจจุบัน คณะกรรมการต้องศึกษาหาความรู้ และปฏิบัติตาม กฎหมาย ข้อบังคับ ระเบียบการต่าง ๆ สมาชิกสหกรณ์ควรให้ความร่วมมือในการดำเนินงานสหกรณ์ มุ่งเน้นผลสำเร็จเป็นเป้าหมายหลัก การคัดยางไม่ได้คุณภาพ ควรจัดอบรมให้กับเจ้าหน้าที่ของสหกรณ์ พัฒนาเว็บไซต์ และจัดทำบอร์ดประชาสัมพันธ์ มีมาตรการในกรณีที่ถูกปรับลดเกรดคุณภาพยางพาราของสมาชิก และจัดทำเอกสารที่เกี่ยวข้องให้ชัดเจนถูกต้องตามระเบียบ แนวปฏิบัติในการดำเนินงานการจัดการความเสี่ยงที่เกิดขึ้นในระบบโลจิสติกส์ยางพาราของชุมนุมสหกรณ์ชาวสวนยางจันทบุรีจำกัด คือ การสอบทานเครื่องชั่ง มีเครื่องบันทึกข้อมูลอัตโนมัติ จัดสถานที่ในการเก็บรักษายางพาราแผ่นดิบตามชั้นคุณภาพ จัดหารถยนต์บรรทุกขนส่งยางพาราที่มีความชำนาญในการขนส่งยางพารา จัดทำมาตรฐานคุณภาพยางพารา อบรมเจ้าหน้าที่คัดคุณภาพยางพาราทุกปี กำกับดูแลการคัดคุณภาพยางพารา และจัดประชุมสัมมนาระหว่างสหกรณ์ฯ และพ่อค้าหรือผู้ประกอบการปีละครั้ง กำหนดภาระงานเจ้าหน้าที่ชุมนุมสหกรณ์ชาวสวนยางจันทบุรีจำกัดให้ชัดเจน และคณะกรรมการดำเนินการชุมนุมสหกรณ์ชาวสวนยางจันทบุรีจำกัด บริหารกิจการของสหกรณ์ ตามธรรมาภิบาลสหกรณ์อย่างมีประสิทธิภาพ เกิดประสิทธิผล
บทคัดย่อ (EN): The study risk management of para rubber logistics system for Rubber Holder Cooperatives Federation of Chanthaburi Co. Ltd.(RCFC) was aimed to study the nature and form of risk occur in the supply chain, ways of using supply chain management to manage those risk and educational practices in the operation and transaction that occurred in the supply chain. The research instrument and procedure for data collection included a questionnaire, observation, interview and focus group meeting. Descriptive statistics was employed for both quantity and quality data analysis. The following two major results were revealed. Characteristics and patterns of risk logistics system of RCFC. The nature and form of risk that the system's para rubber logistics included the rubber weight tolerances, grading quality rubber, merchants do not pay on time, the current account and the management of Rubber Holder Cooperatives Federation of Chanthaburi limited. Guidelines on the implementation of risk management in the logistics system's for RCFC. The practice for rubber weight discrepancy was the calibration of the scale, providing automatic data recorder, preparation of monitoring system quality, fix the place of storage of raw rubber sheet by class and the supply of para rubber truck transportation with expertise in the transport. The practice for quality rubber case wrong grade was the define of standard para rubber, training staff every year, RCFC board of directors regulatory quality rubber closely all the time and meetings between RCFC and entrepreneurs annually. In the case of merchant does not pay on time was RCFC unpaid check rubber entrepreneurs every day, Cooperative Fund of rubber report funded by the weight and quality of para rubber merchants and entrepreneurs of all time and traders or entrepreneurs payment transferred to Rubber Holder Cooperative Federations of Chanthaburi account only. If the account is not current determine staff workload, monitoring and evaluation of the working week, sequence of operations, prepared a document to the same format. a debtor before the date of payment reminder letter one day. Case management cooperative was processing governance.
