บทคัดย่อ: การวิจัยมีวัตถุประสงค์เพื่อศึกษา 1) สภาพสังคมและเศรษฐกิจของสมาชิกศูนย์ข้าวชุมชน 2) ความรู้พื้นฐาน กระบวนการผลิตเมล็ดพันธุ์ข้าวของสมาชิกศูนย์ข้าวชุมชน 3) ระดับการรับรู้ข้อมูลข่าวสารเกี่ยวกับความรู้เรื่องการผลิตเมล็ดพันธุ์ ข้าว 4) ปัจจัยที่เกี่ยวข้องกับความเข้มแข็งของศูนย์ข้าวชุมชน 5) ปัญหาของการดำเนินงานศูนย์ข้าวชุมชน ประชากรที่ใช้การศึกษา คือสมาชิกศูนย์ข้าวชุมชน จังหวัดร้อยเอ็ด จำนวน 201 ศูนย์ สุ่มตัวอย่างแบบเจาะจง โดยเลือกจากอำเภอที่มีศูนย์ข้าวชุมชนที่ได้ รับรางวัล ได้แก่ อำเภอเมยวดี จังหวัดร้อยเอ็ด มีศูนย์ข้าวชุมชนทั้งหมด 4 ศูนย์ คือ ศูนย์ข้าวชุมชนที่ได้รับรางวัล จำนวน 1 ศูนย์ มีสมาชิก 33 ราย และศูนย์ข้าวชุมชนที่ไม่ได้รับรางวัล จำนวน 3 ศูนย์ มีสมาชิก 64 ราย รวมเป็น 97 ราย เก็บข้อมูลประชากรทุก ราย โดยใช้แบบสัมภาษณ์ วิเคราะห์ข้อมูลด้วย ค่าความถี่ ร้อยละ ค่าต่ำสุด ค่าสูงสุด ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการ วิเคราะห์ถดถอยพหุคูณ ผลการศึกษาพบว่า 1) สภาพพื้นฐานทางสังคมและเศรษฐกิจ สมาชิกศูนย์ข้าวชุมชนที่ได้รับรางวัล ร้อยละ 57.6 เป็นเพศชาย มีอายุเฉลี่ย 53.09 ปี ร้อยละ 45.5 จบการศึกษาระดับมัธยมศึกษาตอนต้น มีประสบการณ์ในการ ทำนาเฉลี่ยอยู่ที่ 39.58 ปี มีประสบการณ์ในการผลิตเมล็ดพันธุ์เฉลี่ยอยู่ที่ 31.58 ปี มีพื ้นที่ถือครองทำการเกษตรเฉลี่ยอยู่ที่ 25.94 ไร่ มีพื ้นที่ใช้ทำแปลงผลิตเมล็ดพันธุ์ข้าวเฉลี่ยอยู่ที่ 23.39 ไร่ สมาชิกศูนย์ข้าวชุมชนที่ไม่ได้รับรางวัล ร้อยละ 62.5 เป็นเพศชาย มีอายุ เฉลี่ย 54.53 ปี ร้อยละ 45.5 จบการศึกษาระดับประถมศึกษา มีประสบการณ์ในการทำนาเฉลี่ยอยู่ที่ 30.12 ปี มีประสบการณ์ใน การผลิตเมล็ดพันธุ์เฉลี่ยอยู่ที่ 13.58 ปี มีพื ้นที่ถือครองทำการเกษตรเฉลี่ยอยู่ที่ 17.05 ไร่ มีพื ้นที่ใช้ทำแปลงผลิตเมล็ดพันธุ์ข้าว เฉลี่ยอยู่ที่ 6.25 ไร่ 2) ความรู้พื ้นฐานกระบวนการผลิตเมล็ดพันธุ์ข้าว สมาชิกศูนย์ข้าวชุมชนที่ได้รับรางวัลร้อยละ 57.6 มีความรู้ เรื่องกระบวนการผลิตเมล็ดพันธุ์ในระดับมากที่สุด รองลงมาร้อยละ 42.4 มีความรู้ใน ระดับมาก ส่วนสมาชิกศูนย์ข้าวชุมชนที่ไม่ ได้รับรางวัลร้อยละ 54.7 มีความรู้ระดับปานกลาง รองลงมาร้อยละ 35.9 มีความรู้ระดับมาก 3) ระดับการรับรู้ข้อมูลข่าวสารเกี่ยว กับการผลิตเมล็ดพันธุ์ข้าว พบว่า สมาชิกศูนย์ข้าวชุมชนที่ได้รับรางวัล ได้รับความรู้ระดับมากที่สุด ผ่านการสื่อสารแบบกลุ่ม ได้ รับความรู้ระดับน้อยผ่านสื่อเทคโนโลยีสารสนเทศ ส่วนสมาชิกศูนย์ข้าวชุมชนที่ไม่ได้รับรางวัลได้รับความรู้ในระดับมากที่สุด ผ่าน การสื่อสารแบบกลุ่ม ได้รับความรู้ระดับน้อยผ่านสื่อเทคโนโลยีสารสนเทศ 4) ปัจจัยที่ส่งผลต่อความเข้มแข็งของศูนย์ข้าวชุมชน ได้แก่ ประสบการณ์ในการทำนา ประสบการณ์ในการผลิตเมล็ดพันธุ์ข้าว พื ้นที่ถือครองการเกษตรทั ้งหมดปี 2560/2561 ผลผลิต เมล็ดพันธุ์ข้าวในปี 2560 และจำนวนเกษตรกรที่ได้รับการสื่อสาร อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ตามลำดับ และเมื่อ พิจารณาลำดับความสำคัญของปัจจัย พบว่า พื ้นที่ถือครองการเกษตรทั ้งหมดปี 2560/2561 ส่งผลต่อความเข้มแข็งของศูนย์ข้าว ชุมชนมากที่สุด รองลงมา ได้แก่ จำนวนเกษตรกรที่ได้รับการสื่อสาร ประสบการณ์ในการผลิตเมล็ดพันธุ์ข้าว ประสบการณ์ใน การทำนา และผลผลิตเมล็ดพันธุ์ข้าวในปี 2560/2561 5) ปัญหาและข้อเสนอแนะ ของการดำเนินงานศูนย์ข้าวชุมชน พบว่า สมาชิกศูนย์ข้าวชุมชนที่ได้รับรางวัลทั ้งหมด ไม่พบปัญหาในการดำเนินงาน ศูนย์ข้าวชุมชน ส่วนสมาชิกศูนย์ข้าวชุมชนที่ไม่ได้รับ รางวัล ร้อยละ 68.8 มีปัญหาในเรื่องของการบริหารศูนย์ข้าวชุมชน รองลงมาร้อยละ 64.1 สมาชิกไม่เข้าร่วมกิจกรรม โดยมีข้อ เสนอแนะ ให้สมาชิกทุกคนควรให้ความร่วมมือในการจัดกิจกรรมต่าง ๆ ของศูนย์ข้าวชุมชน ควรมีการกำหนดคุณสมบัติสมาชิก
บทคัดย่อ (EN): This research aimed to study 1) social and economic status of members of the community rice center, 2) basic knowledge of rice seed production process, 3) knowledge perception on the knowledge of rice seed production, 4) factors related to the strength of the community rice center, and 5) problems and suggestions of the community rice center operations. The study population consisted of 201 members of the Community Rice Center, Roi-Et Province. The samples were randomly selected from the district that has been awarded as the best community rice member in Thailand including Moei Wadi District, Rot Et Province which has 4 community rice centers: one center awarded as the best community rice center with 33 members, and three centers that have not been awarded 64 members. A total number of members was 97. Data were collected from every population using interview form. Frequency, percentage, minimum, maximum, mean, standard deviation and multiple regression analysis were used to analyze the data. The study indicated that 1) Basic social and economic status: Most of the members of the awarded community rice center were male (57.6%) with the average age of 53.09 years, graduated junior high school (45.5%), average years of experience in rice farming was 39.58 years, average years of experience in the seed production was 31.58 years, average area of cultivation was 25.94 Rai, average area of rice seed production was 23.39 Rai Most of the members of the non-awarded community rice centers were male (62.5%) with the average age of 54.53 years (45.5%), graduated primary school (45.5%), average years of experience in rice farming was 30.12 years, average years of experience in the seed production was 13.58 years, average area of cultivation was 17.05 Rai, average area of rice seed production was 6.25 Rai 2) Basic knowledge of rice seed production process: 57.6% of the members of the awarded community rice center had the knowledge of seed production process in the highest level, followed by 42.4% of them having the knowledge of seed production process in high level. 54.7% of the members of the non-awarded community rice centers had the knowledge of seed production process in the intermediate level, followed by 35.9% of them having the knowledge of seed production process in high level. Knowledge perception on the knowledge of rice seed production: the members of the awarded community rice center have been mostly educated through group communication and least educated through information technology media. The members of the non-awarded community rice centers have been mostly educated through a group communication and least educated through information technology media. 4) Factors related to the strength of the community rice center were experience in rice farming. Experience in rice seed production. The total area of agricultural holdings is 2017/18. The yield of rice seeds in the year 2017 and the number of farmers receiving the communication at the significance 0.05 level, it was found that the total area of agricultural holdings was the greatest effect on the strength of the community rice center. Secondary was the number of farmers receiving communication, experience in rice seed production and the yield respectively 5) Problems and suggestions of the community rice center operations: it was found that all the members of the warded community rice center had no problem problems in the community rice center operations while 68.8% of the members of the non-warded community rice center has problem of the community rice center’s management, followed by 64.1% did not participate the activity. It is suggested that all the members should cooperate in organizing activities of the community rice center and member qualifications should be defined.
