บทคัดย่อ: งานวิจัยฉบับนี้เป็นงานวิจัยเชิงปฏิบัติการแบบการมีส่วนร่วมของกลุ่มเกษตรกรในชุมชน ซึ่งมีวัตถุประสงค์เพื่อศึกษาสภาพทั่วไปรวมถึงปัญหาของการผลิตปุ๋ยอินทรีย์ในชุมชนจังหวัดสุรินทร์ ศึกษาความต้องการการใช้ปุ๋ยอินทรีย์จังหวัดสุรินทร์ พัฒนากระบวนการผลิตปุ๋ยอินทรีย์ของชุมชน และพัฒนาความรู้การบริหารจัดการและด้านการตลาดให้กับกลุ่มเกษตรกรในชุมชน โดยได้มีการเก็บรวบรวมข้อมูลเชิงปริมาณ และเชิงคุณภาพ โดยเน้นให้กลุ่มเกษตรกรในชุมชนจังหวัดสุรินทร์ที่ผลิตปุ๋ยอินทรีย์เข้ามามีส่วนร่วม ซึ่งการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 เป็นการศึกษาข้อมูลทั่วไปเกี่ยวกับการผลิตปุ๋ยอินทรีย์และศึกษาข้อมูลการใช้ปุ๋ยอินทรีย์ ของประชาชนในจังหวัดสุรินทร์เพื่อประเมินสถานการณ์ปัจจุบันเกี่ยวกับการผลิตปุ๋ยอินทรีย์ และระยะที่ 2 การพัฒนาแนวทางรูปแบบการบริหารจัดการและตลาดของกลุ่มเกษตรกร ซึ่งกลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ประกอบด้วย กลุ่มเกษตรกรที่ผลิตปุ๋ยอินทรีย์ในชุมชนจังหวัดสุรินทร์ ประชาชนแต่ละครัวเรือนที่ใช้ปุ๋ยอินทรีย์ กลุ่มวิสาหกิจชุมชนปุ๋ยอินทรีย์ที่ประสบผลสำเร็จจำนวน 1 แห่ง เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์ข้อมูลทั่วไปและข้อมูลด้านผลิตปุ๋ยอินทรีย์ แบบสอบถามผู้ใช้ปุ๋ยอินทรีย์ แนวทางการสนทนากลุ่ม และแผนการฝึกอบรมความรู้ด้านการบริหารจัดการตลาดให้กับกลุ่มเกษตรกรในชุมชนและประชาชนในชุมชน สภาพทั่วไปของการผลิตปุ๋ยอินทรีย์ ส่วนใหญ่เป็นกลุ่มเกษตรกร คิดเป็น ร้อยละ 50 องค์การบริหารส่วนตำบล คิดเป็นร้อยละ 35 กลุ่มวิสาหกิจ คิดเป็นร้อยละ 10 และองค์การบริหารส่วนจังหวัด คิดเป็นร้อยละ 5 และพบว่าการผลิตปุ๋ยอินทรีย์ในชุมชนส่วนมากจะผลิตปุ๋ยรูปแบบของปุ๋ยคอกอัดเม็ดอัดเม็ด คิดเป็นร้อยละ 95 และการประเภทปุ๋ยหมักชีวภาพในชุมชนส่วนมากจะผลิต รูปแบบของสารเร่งการเจริญเติบโต คิดเป็นร้อยละ 35 ส่วนสถานภาพการผลิตปุ๋ยอินทรีย์มีสถานภาพส่วนใหญ่คือกำลังผลิตและดำเนินงานอยู่ คิดเป็นร้อยละ 55 ชะลอการผลิต คิดเป็นร้อยละ 40 และเลิกผลิต คิดเป็นร้อยละ 5 สภาพความต้องการใช้ปุ๋ยอินทรีย์ในชุมชน เกษตรกรส่วนใหญ่จะใช้ปุ๋ยอินทรีย์มากกว่า 500 กิโลกรัมต่อปี ส่วนการเลือกซื้อปุ๋ยอินทรีย์เพื่อนำไปใช้ พบว่าร้อยละ 94.00 คำนึงถึงคุณภาพของปุ๋ยอินทรีย์ ร้อยละ 79.33 คำนึงถึงมาตรฐานการผลิตปุ๋ยอินทรีย์ ร้อยละ 88.00 คำนึงถึงราคาของปุ๋ยอินทรีย์ ร้อยละ 55.34 ไม่คำนึงถึงการบรรจุภัณฑ์ของปุ๋ยอินทรีย์ ร้อยละ 52.00 ไม่คำนึงถึงแหล่งผลิต/ผู้ผลิตปุ๋ยอินทรีย์ โดยเห็นว่าราคาปุ๋ยอินทรีย์เหมาะสม ส่วนข้อคิดเห็นอื่นๆ เพื่อการปรับปรุงและพัฒนาปุ๋ยอินทรีย์ ร้อยละ 32.66 เห็นว่าควรปรับปรุงสูตรปุ๋ยอินทรีย์ ร้อยละ 28.00 เห็นว่าควรปรับปรุงมาตรฐานปุ๋ยอินทรีย์ การพัฒนากระบวนการผลิตจากการศึกษาวิเคราะห์สภาพปัญหาและศักยภาพของกลุ่มเกษตรกรพบว่าสภาพปัญหาและอุปสรรคของการผลิตปุ๋ยอินทรีย์ในชุมชน ที่ไม่ได้คุณภาพ และมาตรฐาน จากเวทีประชาคมกลุ่มได้เห็นว่าจำเป็นต้องพัฒนากระบวนการผลิตปุ๋ยอินทรีย์ในชุมชน ซึ่งเกษตรกรในชุมชนจะได้ประโยชน์จากการพัฒนากระบวนการผลิตในครั้งนี้ คือโรงงานการผลิตปุ๋ยอินทรีย์ที่ไม่ได้มาตรฐาน และเมื่อมีการพัฒนากระบวนการผลิตในรูปแบบใหม่ก็จะสามารถแปรรูปได้ปุ๋ยอินทรีย์ได้ปุ๋ยที่คุณภาพ และมาตรฐานของปุ๋ยอินทรีย์ จะเป็นแนวทางเลือกใหม่ให้กับผู้ต้องการใช้ปุ๋ยอินทรีย์เพื่อการเกษตร ซึ่งมีรูปแบบการดำเนินกิจกรรมของกลุ่มเกษตรกรวิสาหกิจโรงปุ๋ยอินทรีย์ที่เหมาะสมดังนี้ คือ รูปแบบวิสาหกิจชุมชน รูปแบบจำหน่ายให้ผู้ที่อยู่ในชุมชน การจำหน่ายให้กับผู้ที่สั่งซื้อโดยตรงที่อยู่ในระดับจังหวัดหรือต่างจังหวัด รูปแบบในลักษณะเครือข่ายการตลาดปุ๋ยอินทรีย์ เป็นการผลิตเพื่อส่งต่อให้เครือข่ายที่มีประสบการณ์และมีความสามารถดำเนินการตลาดให้ และ ปัจจัยที่จะทำให้กลุ่มเกษตรกรในชุมแต่ละชุมชนประสบผลสำเร็จในวิสาหกิจชุมได้มีดังต่อไปนี้ ปัจจัยด้านการผลิต ปัจจัยด้านการตลาด ปัจจัยด้านการบริหารจัดการ ปัจจัยด้านการเงิน ปัจจัยด้านการมีส่วนร่วมในกลุ่มวิสาหกิจชุมชน ปัจจัยที่เกี่ยวกับความเป็นผู้นำ ปัจจัยด้านแรงงาน ปัจจัยที่เกี่ยวกับการมรปฏิสัมพันธ์กับภายนอก ปัจจัยที่เกี่ยวกับสมาชิก ปัจจัยที่เกี่ยวกับข้อมูลข่าวสาร การพัฒนาความรู้การบริหารจัดการด้านการตลาดของกลุ่มเกษตรกรที่ผลิตปุ๋ยอินทรีย์ในชุมชน ได้มีการฝึกอบรมและแลกเปลี่ยนประสบการณ์ให้กับกลุ่มเกษตรกร กลุ่มเกษตรเกิดการเรียนรู้ในเรื่องการบริหารจัดการและด้านการตลาด จากวิทยากรและใช้เป็นแนวทางการบริหารจัดการของกลุ่มที่เหมาะสมต่อไป
